Come July 1, all but four states begin a new fiscal year. And in a last ditch scramble to make budget, most governors are cutting and slashing finances like a Weedwhacker around the trim. In California, where the nation's largest deficit runs rampant, Gov. Arnold Schwarzenegger is proposing early release for prisoners, state park closures, and an indefinite ban on Hollywood CGI, among other cost-saving measures.
